We wrote to you earlier this year to let you know about an important change to Road Traffic Act legislation from the 31st March 2025.

Under Section 56A(1)(d) of the Road Traffic and Roads Act 2023, policyholders must now provide insurers or intermediaries with the driver number for each named driver. This data is required for entry into the Irish Motor Insurance Database (IMID).

Section 56A (11) prohibits insurers from issuing policies if this information is not provided. Issuing a policy without this information is a legal offence.

 

Driver Licence Verification Requirements

At Aviva we want to make this process as straightforward as possible for you so your EDI systems (e.g. Applied/Open GI) now support real-time validation of Irish driver numbers via the IIDS platform.

 

The driver licence verification requirements can vary for different categories of driver so here’s a handy reference guide:

For Irish licences:

  • If validated via IIDS: No need to retain a copy of the licence.
  • If not validated via IIDS: A manual copy (front and back) must be obtained and stored.

For non-Irish licences:

  • Manual verification is always required. A clear copy must be retained and the driver number or unique ID recorded in the broker system for compliance with Department of Transport or Garda requests.
